Global Fund 投資的國家/地區在 2019 年取得的主要成果如下:

  • 2,010 萬人已經接受抗愛滋病毒的抗逆轉錄病毒療法;

  • 718,000 名愛滋病毒測試陽性的母親已接受藥物治療維持生命,並防止將愛滋病毒傳給嬰兒;

  • 570 萬人已接受肺結核測試和治療;

  • 1.6 億個蚊帳已配發,旨在於未來三年內保護近 3.2 億人免感染瘧疾。

《2020 年成果報告》取得的成就是包括 Global Fund 夥伴在內眾多參與者努力達到的成果,包括實施國政府、多邊機構、雙邊合作夥伴、民間社會團體、受疾病影響的人和私營界別。

Global Fund 在 2019 年間在多個範疇都取得長足進展。儘管與男性同齡人士相比,女性受愛滋病毒感染的比例不高,但自 2010 年以來,在非洲撒哈拉以南獲 Global Fund 投資的 13 個優先國家中,少女和年輕婦女感染率已下降了 51%。Global Fund 亦購買了 370 萬套自行測試套裝,而取得各類測試方法對於終結愛滋病毒作為公共衛生威脅是一個重要基礎。

由 Global Fund 所提出的策略措舉,Stop TB Partnership 與世界衛生組織關注 13 個最受肺結核影響的國家,而該項目成功加快尋找「不明」肺結核患者的進展,這些人未被診斷、未治療和未報告,可能因而死亡或繼續在沒有治療下傳播疾病給他人。在上述 13 個重點國家中,肺結核報告和肺結核發病率之間的差距已從 2014 年的 49% 下降到 2018 年的 33%。

為保護人們免受瘧疾侵害,Global Fund 與不同合作夥伴合作,將經殺蟲劑處理蚊帳的成本降至少於 2 美元,並將抗瘧疾治療的成本降至 2019 年的 0.58 美元,當中節省下的資金用於購買額外 1,400 萬美元的蚊帳,並為超過 2,400 萬人治療瘧疾。

不過,這些效益現在受到 COVID-19 的威脅。該報告亦顯示,部分地區的愛滋病毒測試數量下降了 50%,新的肺結核病例報篩下降了多達 75%,而這可能導致新的感染增加,因為人們不知道自己的病狀並繼續將疾病傳播給他人。很多國家被迫推遲蚊帳分發活動,使易患瘧疾的人(其中多數是兒童)無法受到保護。

Global Fund 已迅速作出反應,以支持各國回應這些挑戰。自 2020 年 3 月以來,Global Fund 已批准向 103 個國家和 11 個多國計劃撥款共約 7 億美元,透過增加對一線衛生工作者進行測試、追踪和保護,以抵抗 COVID-19;調整現有的愛滋病毒、肺結核和瘧疾計劃,以保護進展;同時加強衛生系統以防崩潰,並準備就緒在 COVID-19 治療和疫苗可以提供時順利推出。
